Inland Wetlands and Watercourses Commission
July 30, 2014

Present were:   Skip DiCamillo, Evan Griswold, Dave McCulloch, Keith Rosenfeld, Joe Wren and Paul Gianquitto.

5:30-P.M. – 29 Neck Road – Brian and Kellie Farnham – Construct a new front porch entry addition with landing and stone patio on south side, screened porch, deck with pergola, patio/lawn garden area and landscape retaining wall on north side.  A portion of the work is within the review area.  

The commission walked the site.   Joe Wren, Engineer was present on behalf of the applicants.  Mr. Wren explained to the members  the intentions of the applicant.  The commission reviewed the treatments proposed to the front entrance of the house.  It was noted the front of the house would now be a mud room and would be extended to the existing bay window.  A patio is also proposed for the front area.  Wren also reviewed with the members the proposed lawn area and new retaining wall.
The distance between this area and the located vernal pool was evaluated.  It was noted that very little fill would be required to be excavated by the proposed lawn.  A dogwood tree that appeared to be much stressed would be removed.  Wren also reviewed the proposed improvements to the rear and determined that this activity would have no impacts to the vernal pond.

No other discussion took place and no action was taken.

6:00 P.M. – Boat House/Hains Park Improvements – 166 Boston Post Road – Renovation and updates to site layout, grading, drainage, sanitary utilities, and various other appurtenances.  Basketball court will be replaced with a new court and site drive will be widened.

The commission met at the Emerson Boat House at Roger’s lake. Mr. Gianquitto explained the proposal to the group.  He explained how the plan was to use the existing foundation in order to limit impacts caused by the construction.  The group walked the periphery of the building, reviewing the building’s proposed height and new footprint as well as improvements to the park’s entrance and driveway.
They looked at the basketball court and discussed the possible use of a permeable concrete surface for the court.  They reviewed the current drainage on the property, including the roof drains and those adjacent to the basketball court and the area to the rear that was acting as a sediment basin.  Lastly, the group reviewed plans for the trench and forced sewer main that would go to the existing septic system.

No other discussion took place.
